The latest figures came after Norwich Union unveiled a hike in prices. It said in August it would increase prices by an average of 16 percent: six percent for low-risk customers -- double the rate of inflation -- and up to 40 percent for high-risk drivers.

The average quoted premium for comprehensive cover over the course of a year rose by 1.24 per cent on the second quarter of 2006, the survey shows, while a much larger increase was found with third party, fire and theft insurance (4.62 per cent).

"It is obvious that drivers in the UK feel the current fixed penalty for uninsured driving is far too low, with 35 per cent claiming the fine should be increased to at least £1,000 putting it in line with being caught without a TV licence - a considerably less serious offence,"
